The Office of Foreign Assets Control has filed two sets of interim regulations with the Federal Register. The Taliban (Afghanistan) Sanctions Regulations , 31 C.F.R. Part 545, will be published and effective on January 11, 2001. The Highly Enriched Uranium (HEU) Agreement assets Control Regulations , 31 C.F.R. Part 540, will be published and effective on January 12, 2001. Both sets of regulations allow for written comments that must be received no later than 30 days after the dates of publication. Comments may be submitted either via regular mail to the attention of David W. Mills, Chief, Policy Planning and Program Management Division, Room 2176 Main Treasury Annex, 1500 Pennsylvania Avenue, N.W., Washington, D.C. 20220 or electronically via OFAC's web site. OFAC is unable to consider in the development of final regulations public comments accompanied by a request that a part or all of the material be treated confidentially. All public comments will become a matter of public record and will be made available on OFAC's web site not earlier than sixty days after the date of publication of the interim regulations.
