Eric Solomon – The Assistant Secretary (Tax Policy) directs
the Office of Tax Policy in developing, recommending, and implementing Federal
tax policy on behalf of the Department. His Immediate
Office includes three deputies, several senior advisors and special assistants,
and the Management Services Division.
Karen Gilbreath Sowell - The Deputy Assistant Secretary (Tax Policy), is the reporting authority for the Office’s legal staffs: the Office of the Tax Legislative Counsel, the Office of the Benefits Tax Counsel, and the Office of the International Tax Counsel, and assists in establishing and implementing the legislative goals of the Office.
, is the reporting authority for the Office of Tax Analysis and assists in establishing and implementing the analytical research of the Office, including its studies and reports.
Vacant - , provides management and oversight of the Office’s administrative guidance projects. The Office is responsible for policy oversight with respect to IRS revenue rulings and regulations and, working with the IRS Chief Counsel, publishes a priority guidance plan .
, provides policy oversight for the Alcohol and Tobacco Tax and Trade Bureau and for issues regarding the Department's Customs revenue functions.
Michael F. Mundaca, Deputy Assistant Secretary (International Tax Affairs), provides advice and counsel to the Assistant Secretary (Tax Policy) related to international tax policy and tax treaties, and officially represents the Administration’s interests in international fora.
Ike Branon, Senior Advisor to the Assistant Secretary (Tax Policy), provides research, analysis, and liaison regarding tax policy, tax legislation, Internal Revenue Regulations, and tax reform and assists in the general coordination of related Office of Tax Policy activities.
Roy Wyscarver, Senior Advisor for Technology Development, provides advice, analysis, and recommendations related to the application of information technology and computer software to the analysis of tax policy proposals, legislation, and administration.
Michael Desmond, Tax Legislative Counsel, supervises the attorneys, accountants, and taxation specialists who provide legal advice and analysis relating to tax legislation and regulations.
Thomas Reeder, Benefits Tax Counsel, directs the activities of the attorneys, accountants, and actuaries who develop and review policy, legislation, regulations, and revenue rulings dealing with all aspects of employee benefits taxation and related matters.
John Harrington, International Tax Counsel, provides executive direction for the attorneys who provide legal advice and analysis relating to international tax issues, including legislation, regulations, and treaties, and official representation of the Administration’s policy in international tax fora.
Donald Kiefer, Director, Office of Tax Analysis, advises and assists the Office by assessing, from an economic and policy perspective, all major tax initiatives, including the Administration's and Congressional tax proposals, and studies the effects of the existing tax law and alternative tax programs. Each of the Office's divisions is headed by a director.
James Mackie III is the Deputy Director and Chief Economist, Office of Tax Analysis, and assists the Director in management of the Office’s research and analysis.
Geraldine Gerardi is Director of the Business and International Taxation Division,
Robert Gillette is Director of the Economic Modeling and Computer Applications Division,
J. Scott Jaquette is Director of the Receipts Forecasting Division.
John McClelland is the Director of the Revenue Estimating Division.
