Teresa Mullett Ressel was appointed by President Bush in August 2003
to serve as Assistant Secretary for Management & Chief Financial
Officer. Ms. Ressel joined the Bush-Cheney Administration in August
2001 as Deputy Chief Operating Officer (Deputy Assistant Secretary,
Management and Budget).
As the Assistant Secretary for Management, Ms. Ressel serves as the
Department’s Chief Operating Officer and Chief Financial Officer.
She represents the Secretary’s interests on a broad array of
financial and management matters for the Department, including:
Human capital, workforce management, personnel, training, equal
employment opportunity
Security, planning and management analysis
Financial management and accounting
Information technology
Environmental Health and Safety
Management and Administrative Support Services
Implementation of the President’s Management Agenda
at Treasury
Prior to joining the Treasury Department, Ms. Ressel served as Vice
President and Chief Compliance Officer for Kaiser Foundation Hospitals,
Inc. and Kaiser Foundation Health Plan, Inc. She managed the legal,
regulatory, legislative, and operational issues for 90,000 employees.
Ms. Ressel directed auditing and investigation functions, including
relationship management with Federal and State regulatory enforcement
agencies, and led long term training and development for employees.
Ms. Ressel also served as Vice-President, Environmental, Health and
Safety where she directed emergency preparedness and response programs,
security, safety programs, and environmental programs for physicians,
employees and 10 million members. As the executive sponsor and General
Manager of this National function, she led a corporate governance
function for auditing and policy development, and managed four geographically
based service hubs.
Prior to joining Kaiser Permanente, Ms. Ressel served as a Program
Manager at Hewlett Packard’s headquarters in Palo Alto, California,
starting her corporate career at General Dynamics, Groton, Connecticut
as a Nuclear Engineer managing a variety of nuclear engineering
and nuclear testing efforts on Trident Class and 688 Class Attack
Submarines.
Ms. Ressel holds B.S. and M.S. Engineering degrees from the University
of Delaware. She completed her MBA from Rensselaer Polytechnic Institute
in 1990. She received the University of Delaware’s Presidential
Citation for Outstanding Alumni Achievement in 1996.
