Under subsection (a)(2) of the FOIA, agencies must make four distinct
categories of records affirmatively available for public inspection and
copying. These so-called
reading room records consist of the following: (1) Final opinions and
orders rendered in the adjudication of administrative cases; (2) Statements of policy
that have been adopted by the agency; (3) Administrative staff
manuals and instructions to staff that affect a member of the public; and, (4) Records disclosed in
response to a FOIA request which the agency determines have become or are likely to
become the subject of subsequent requests for substantially the same records. While the FOIA requires that TIGTA make available in its reading rooms only the above four categories of records, the agency may, at its discretion, include other types of records. The FOIA requires that the reading room material be made available electronically as well as in paper format. TIGTA accomplishes this electronic availability through this FOIA website. TIGTA will make this website available in its public reading room at TIGTAs National Headquarters, 1125 15th Street, NW, Washington, D.C. 20005. This service is available by appointment only.
